Frank McDonough held senior executive positions in four U.S. government organizations: the Department of Health, Education, and Welfare, the Department of the Navy, the Department of the Treasury, and the General Services Administration (GSA). In addition, he worked in management positions with IBM. Also, he represented the U.S. in international discussions with the G 8-Government Online Working Council, OECD, World Bank, the International Council for Technology in Public Administration (ICA), and other World Forums. He has spoken more than 300 times on technology issues in government. From 2009 to the present, he has worked on contract for the University of Texas in Mexico City, teaching graduate students about managing advanced technologies in the near future.
